About CELL consulting

Who we are

CELL Consulting was established in 2011, and provides financial modelling and financial analysis support to change programmes in the health and local government sectors. Our principal consultant, James Pratt, established the company following 15 years in audit then public sector consulting in PwC.

Our work involves providing advice, developing and applying financial models, and analysing and interpreting information to assist with decision making and the implementation of change programmes.

What we do

Core to our work are financial and analytical models. Our models are the tools we develop to help clients frame their thinking and break problems down to smaller component parts. We help our clients to understand the financial impacts of change and develop evidence based financial cases.

Too often though, that’s where consultants and planners horizons end. At CELL Consulting we know that unless benefits realisation is embedded in a project from the start, the financial case becomes irrelevant as soon as implementation begins.

We develop models for a range of purposes including:

  • Understanding the relationship between costs and service activity by focussing on cost drivers and on how money moves within and between organisations;
  • Preparing financial forecasts, budgets and cash-flow projections;
  • Supporting options appraisal with scenario and sensitivity analysis;
  • Undertaking thematic resource mapping to help public sector partners understand their collective spending in areas such as chronic health conditions, crime and reoffending and worklessness; and
  • Designing and illustrating payment mechanisms and metric based payment by results arrangements in a range of contexts.

By focussing on benefits realisation and working with clients to base financial assumptions on the discipline that benefits relate only to those resources that can be extracted from the organisation, we provide a much more accurate picture of the achievable benefits. We do this by challenging our clients to explore how service activity and hard cash link together.
