James Pratt – pen picture

James Pratt is a Director of CELL Consulting and is a qualified ACA Chartered Accountant. He provides finance related management consultancy services primarily to the health, local government and central government sectors.

Prior to establishing CELL Consulting Limited in 2011, James spent 15 years at PricewaterhouseCoopers first as an auditor then as a management consultant.

James principal areas of expertise are the use of rigorous financial analysis and modelling techniques and strategic advice to enable transformational change in large organisations and across organisation boundaries. He also specialises in providing of advice, tools, methods and skills-transfer to clients to equip them to embed those techniques in their organisations. Continue reading

Naomi Bremner – pen picture

Naomi is an associate of CELL Consulting and has a proven track record in the transport and community sectors, covering appraisal, planning, strategy, policy and project management. She has successfully delivered a range of projects covering rural and urban transport planning, community planning, public transport supply and demand, concessionary and accessible travel, and school travel and scheme appraisal.

Naomi’s experience spans a range of local public service functions, as part of NHS Orkney Board Naomi is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Orkney region. She chairs the Audit Committee and is a member of Finance and Performance Committee and Counter Fraud Champion for the organisation, responsible for providing appropriate challenge to executive directors and ensuring good governance in the organisation. Robert Hardy – pen picture

Robert is an associate of CELL Consulting and has a successful track record of introducing change in local public services.

He has developed and delivered new approaches to performance management; developed change programmes based on Whole Systems Thinking; led organisational reviews and restructures; created award-winning projects; written corporate and service strategies and built strong working relationships between public, private and voluntary sector partners.

He has managed budgets of up to £125m and led projects ranging in scale from £100k to £12m managing teams of between 20 and 50 staff and providing leadership across much wider staff groups. He has also developed and delivered savings programmes ranging from 8% to 25% for Kent, Peterborough and Brent Councils. Continue reading

Anne McGregor – pen picture

Anne McGregor is an associate of CELL Consulting. She has 14 years of experience working in the transport sector, as an economist, planner and strategic advisor. Her previous employers include PricewaterhouseCoopers (PwC), Scottish Enterprise, Steer Davies Gleave and latterly The Spyria Partnership.

Her main sphere of expertise is advising national and local Government bodies in the UK and overseas on scheme feasibility and development, the preparation of business cases, economic appraisal and impact analyses, and the formulation of transport plans, policies and strategies. Anne has also worked for many private sector clients, focusing on market assessment and feasibility for new investments/services and funding opportunities. Continue reading
