Cost-benefit analysis of volunteer led intervention across health and social care – project citation

During 2012, a national charity began a ‘proof of concept’ exercise to look at how targeted interventions with over 65s delivered by their volunteer workforce could help to improve quality of life and reduce admissions to hospital. A cohort of residents based around 2 GP practices was selected for the intervention.

CELL Consulting was asked to evaluate the financial consequences of the intervention. The work involved a cost-benefit analysis, comparing outcomes and costs for the cohort with those of a comparator group which had not received the intervention. Continue reading

Forecasting the impacts of a new council commissioning strategy in social care – project citation

CELL Consulting was asked to support a large unitary council to undertake a cost-benefit analysis to provide a strong evidence base upon which to forecast and then measure the financial costs and benefits resulting from changes to the commissioning of prevention services across adult social care client groups.

We worked closely with Council officers facilitating discussions which helped officers understand what and where the impact of the changes would be felt and to what extent. We also wrote a financial model which we developed in conjunction with heads of service and finance staff which provided officers with a framework and tool for forecasting and measuring attributable impacts. Officers populated the model and used it to run a number of scenario tests. Continue reading

Intermediate care project impact assessment – project citation

CELL Consulting were asked to support the financial evaluation of a service improvement programme around intermediate care for the elderly.

A new intervention by the CCG targeted at admission avoidance for over 65s and on reducing length of stay had been in operation for over 12 months. An interim review including a cost-benefit analysis was needed to assess impact and inform further implementation plans.

We worked closely with front-line teams, management from commissioners, acute and community providers to gather information on the scope, nature and timing of the service implementation. We also gathered a large amount of data on hospital admissions and A&E attendances from the HES and SUS reports and conducted a range of in-depth analyses of this data to produce a strong evidence base illustrating the attributable impacts of the changes.
