Naomi Bremner – pen picture

Naomi is an associate of CELL Consulting and has a proven track record in the transport and community sectors, covering appraisal, planning, strategy, policy and project management. She has successfully delivered a range of projects covering rural and urban transport planning, community planning, public transport supply and demand, concessionary and accessible travel, and school travel and scheme appraisal.

Naomi’s experience spans a range of local public service functions, as part of NHS Orkney Board Naomi is responsible for the strategic planning of health services and the development of measures to improve the health of the community in the Orkney region. She chairs the Audit Committee and is a member of Finance and Performance Committee and Counter Fraud Champion for the organisation, responsible for providing appropriate challenge to executive directors and ensuring good governance in the organisation.

Naomi offers a creative approach from diverse experience gained through transport planning and strategic development work undertaken for a variety of clients in consultancy, and from time served in local government.

Naomi is very active within her community, and has significant experience working with voluntary groups to develop and deliver community-based projects.

She has an excellent understanding of the aspects that influence behaviour, with strong technical skills and the ability to handle information and data effectively and efficiently. She has strong ‘people skills’ with the ability to manage teams, consultation and engagement with professionalism.
