Robert is an associate of CELL Consulting and has a successful track record of introducing change in local public services.
He has developed and delivered new approaches to performance management; developed change programmes based on Whole Systems Thinking; led organisational reviews and restructures; created award-winning projects; written corporate and service strategies and built strong working relationships between public, private and voluntary sector partners.
He has managed budgets of up to £125m and led projects ranging in scale from £100k to £12m managing teams of between 20 and 50 staff and providing leadership across much wider staff groups. He has also developed and delivered savings programmes ranging from 8% to 25% for Kent, Peterborough and Brent Councils.
Robert has a successful track record of close working with senior leaders across the public, private and voluntary sectors (including elected Members at both Cabinet and Scrutiny levels) to deliver change and innovation; of project and programme delivery that has been on time on target and on budget; of successful relationship management and of effective management of staff and contractors.
Robert has supported the development of multi-agency Community Budget approaches, advised a number of councils and their partners on local approaches to the Government’s Troubled Families programme and also written business cases, options appraisals and service design proposals – working closely with senior and front-line staff across local public service agencies.
In particular Robert has a track record of facilitating multi-agency collaboration as well as in using insight from service users and frontline staff to shape policy and service re-design programmes inside local authorities.
